About Chief Lorraine Lee

Lorraine Lee has served as Chief Administrative Law Judge of the Washington State Office of Administrative Hearings since July 2009.  She was initially appointed by Governor Chris Gregoire and, in 2015, was reappointed by Governor Jay Inslee.  Her public service career includes varied policy and management positions in state government over the past 25 years. 

In the 1990s, Judge Lee was a criminal defense appellate lawyer representing indigent criminal defendants before the Washington State Supreme Court and the Washington State Court of Appeals.  From 1984 –1990, Judge Lee was a military lawyer in the U.S. Army with duty stations in Washington DC, Hawaii and Seoul, Republic of Korea. 

Judge Lee came to America from Hong Kong as a young child.  She attended public school in New York City and Moses Lake, Washington.  Judge Lee graduated from the University of Washington with a bachelor’s degree in psychology and obtained her law degree from the State University of New York at Buffalo, New York. 

She and her husband John have a teenage daughter, Grace.
